My cousin just recently got into firearms. For his first pistol, he purchased a SPringfield XD Essential package on line and got a great deal ($379) which also included the 3 free mags on top of the two that originally comes with it.

Anyways, he found a local FFL dealer on-line that was closest to him to do the transfer. They told him he would have to wait 72 hours for the pistol AFTER they received it locally.

When does the wait period start? I was under the impression the clock started ticking after the sale is made, in this case on-line. I thought one would order their firearm on-line then can go immediately to their local FFL to complete the form 4473 and the background check. Once submitted, the clock would start on the waiting period so that by the time the firearm arrived at the local FFL, the 72 hours would pretty much be over?
 
In NV, the 1st firearm you purchase has a 72 hour wait from when the transaction is completed, including background check and 4473. Meaning if he were here, and this was his 1st gun, he would have to wait exactly 72 hours from when he completed the paperwork at the FFL. They won't do the paperwork without the firearm in front of them, I think it would be illegal to, since it has to go in their inbound books first.
 
People's Republic of Maryland is 7 day wait, and while a dealer can legally transfer it to you if he doesn't get a "Not Dissaproved" from the State Police (yes, the paperwork says "Not Disapproved" MDs nanny state lawyer liabilty B.S.) the State Police also provide the NICS ID# so you may wait 2 or 3 weeks depending on the State Police.

MD = fail.

I was under the impression that the pistol sale just had to be transacted and not necessarily received by the local FFL in order to complete and submit the form 4473 and do the NICS background check and that the wait period starts from the time the 4473/background check is submitted?

Trying to determine if his local FFL is just interpreting this as 72hrs from the time he receives the pistol. If it indeed is his own interpretation leading to longer delay than prescribed by law he should just look for another local FFL
 
Its longer in California. I think Nevada does it best but weather it's 72 hours or two weeks I don't think anyone wants a crazy from obtaining a gun. I know that's not the issue in this post but I will gladly wait! :supergrin:

Pistol arrives at FFL. FFL logs the firearm transfer & confirms serial #.

FFL calls for customer to complete the paperwork & background check.

72-hour wait period begins when the paperwork is complete & signed.
 
I should have added this to my above pot but my main issue is what some dealers charge!!!
Sometimes I think it's criminal.
 
As has been mentioned it varies from state to state. If one holds a CCW permit in my state, Utah, all I have to do is fill out the federal paperwork, pay the transfer fee and I'm out. About 10 minutes. I used to receive guns sent to me through my FFL for 10 bucks. Now the state has implemented a $30. transfer fee.
That's change you can believe in.

That is only Clark County. If you show a blue card when picking up the gun, there is no waiting period. Problem is if you live outside of Clark County, and purchase a gun in Clark County, you will have to wait 72 hours to pick it up since Clark County is the only county with that requirement.

Only Clark County has the 72 hour waiting period unless you show a blue card (registered one prior gun in the county). Go buy a gun in Nye County, and there is no waiting period other than waiting to clear the background check, if you are required to get one.

Wow. Sucks to be you guys.

Here in Tennessee there is no wait. You go in, pick what you want, fill out the 4473, and pay. We complain cause there is a $10 charge for the background check.
+1. Same here in KY but I don't remember paying for a background check.... I'm tired of feeling sorry for all the people in communists states like NY, NJ, CA, and IL but I still do. I guess you can't help where you were born and raised, just like you can't control who your relatives are. Hmmmm :whistling::whistling::whistling:
