Why can primers ship in empty cases or loaded ammo without a hazmat fee?

Crazy, ain't it!

Hm was established long before anyone thought of reselling primers on the internet.
Btw, no one is robbing you. You dont have to buy anything from opportunists. Its always this way, ammo, primers TP. People dont plan, come up, short, then panic buy. If everyone had some sort of plan for keeping supplies current, none of this would happen.

Actually the hazmat fee is to justify suppliers adding additional charges for the shipping process. The cardboard shipping box is no different than others except they put a couple extra stickers on them to give the appearance some special consideration is given to that box. They are not shipped separately from the other containers.

In reality the suppliers could pass on charging extra for the hazmat shipment. But I doubt that would happen!

I don’t know what you are talking about can you post a link of an example?

Edit: Oh, I think you mean just primed brass.

Partially because they are not as close to one another as when packaged by themselves and that has even changed over the years.

But it’s also human nature to want more for less if you are providing and expecting more for less if you are consuming.

If you need a ticket off your record or a tumor removed a doctor or lawyer is a dick if they charge your insurance and bill you too.

If your a pizza guy and deliver one to either of them, your a dick for expecting a tip...

Doesn’t make either right, just perspective and what one can get away with/expectations we have given them over time.

Why can I ship ammo that has powder & primer but I cant ship primets or powder? Most rules make little sense when you break them down.

Great Stuff., Where does the money go to? Asked the UPS driver, "not to me" .
https://www.hazmatuniversity.com/news/using-hazmat-fees-to-share-costs-with-customers/

“
One recent example of what may be included in a hazmat charge comes from just this past January. The Portland Press Herald reported that Downeast Energy, a Maine propane provider, had begun including these fees in their customers’ bills. They pay for “a portion of the costs related to” the following:

  • Government-mandated compliance processes for the handling of hazardous materials
  • Workplace safety
  • Emergency preparedness
  • Environmental protection
We should note that the hazmat fee is not a tax or fee from the government – not local, nor state, nor federal. The government does not collect or otherwise receive one cent of the hazmat fee. All of it goes to the company for the purpose of investing in employee training and other measures of improving hazmat safety and compliance.”

They must not do this in Beirut...

Ever hear of Jet Blue?? That's what happens when Haz isn't handled correctly. HazMat fees cover the expense of making sure the pkgs are in compliance with Federal Regs. There is a lot of training and costs involved with that training.

I remember one where they had oxygen tanks not shipped properly.

and this one from 2013, that I was quick enough to take a photo of the TV. Reminds me that “news” outlets are full of stupid people, so don’t blindly believe anything they say.

I believe NOTHING they "say". 'News' readers actually call themselves journalists! Our local NBC affiliate has never met a fact that they could check before broadcasting.

Which is why there is no set fee from suppliers. They decide what they think is fair. Sure if Midwayusa charge $25, then most other will charge that.

There have been a few outfits that charge $32.50 for HazMat, I don't order from them.

So here is the scoop. I was looking into sending some hazmat items and I went through all the documentation to attempt to be able to send either fedex or ups hazmat.

First, you need to complete a minimum of 4 hours of training and get certified before they will let you ship hazmat. Second, all hazmat shippments need proper placards and shipping papers generated. All of this costs money and is not easy to set up. There are several online shipping paper apps and the cost is a minimum of $15 per shipment or much higher rates for monthly/annual options.

Failure to follow these can result in fines of $250,000. It's a DOT requirement.

I now see why all these places have these fees. It's not as simple as just marking something as 4.1C and saying it's good to go. There are costs involved, training with costs and special supplies needed. Definitely not trivial and not worth risking the fine.

Well all regulation has a cost. So they can raise prces or add a fee. Buy tires or get an oil change, disposal fee. So shipping cost matters I always look at total cost to me. So etimes I may pay more for an item but shipping is "free" or cheaper.
That's how I look at it... price to the door. If that price TTD is agreeable to me, the company gets the sale. If that price had to include shipping or HM, or not. What counts is TTD.

When looking at local products (firearm related or not) I look at price (+tax) plus taking my time to get in my F-350 and rumble on down the road, and back. All that is considered for my TTD price.

Last primers I bought were $27 TTD and I don't remember if shipping or HM was waived - only remember 27 bucks TTD. And didn't have to get off my butt to get them here.

Ahhh, the good ol' halcyon days of reloading.

Exactly. The Lgs that has primers & powder at decent prices is a 30 mile drive each way. Gas, time, sales tax. I generally have always done better ordering on line. I have a large enough group of reloading friends to split HM/sh up so that its pretty cheap. I think last order a year ago was like 16# of powder & maybe 80k primers? One hm/sh fee, no tax. Even at $50, that is only about 55c per unit. Sales tax here is 8%, that alone is worth such a large order plus saving $3-$4 per unit in cost vs buying local. I would love to support my lgs but I am only willing to over spend so much.

It is hard to believe that just a few months ago I bought some bricks at Sportsman's Warehouse for cheap. Winchester, CCI, Federal, Remington. Filled a couple of shopping bags of SR mag, SP, LP, and LP mag on a couple of different trips.

All were on sale and then a quantity discount on top. If I remember correctly, the CCI 450s were most expensive at $26 and Rem LPs were 18.99! I would have bought more, but didn't need more. On hindsite, all those Federal SP I left on the shelf! Never used a Fed 100, but snagged 2k to learn. Pretty hot commodity these days.

Oh, and no hazmat!
