This question may not be in the correct area so (mods) feel free to relocate it.

I had thought someone selling ammo must have a FFL but people are reselling ammo on gunbroker all the time. How is this so?

Next question is how much does it cost on average to get a FFL and then the annual costs? I live in Illinois if that helps.

Also what does insurance run on average for a small operation (basement business size)

After the mayhem settles down to the new normal, I have a business idea but would need a FFL and I know nothing of it.

If you don't deal in vast amounts of gun sales you can forget about the ATF approving you. They have cracked down on issuing FFL's to people that can't show active use of the License. You also need a commercially zoned place of business & it must also meet whatever local zoning ordinances for firearm sales.

This is the big showstopper for most. When I looked into it, I wouldn't have had a problem with volume...friends, family, world of mouth, gunbroker...but zoning kills. So much for a garage gunsmith/shop. You'll generally need a real store front to pass.
 
Probably not what you're looking for, but an 03 C&R FFL costs $30 for 3years, no annual costs. This is a collector FFL, not for conducting business.
A C&R FFL is limited to only those firearms classified as Curio and Relic by the BATFE. I still have to keep transaction records and a bound book.

And they are also clamping down on C&R licenses. I know someone recently that tried to get one & has everything in order & was denied. He filed an appeal. Waiting on that outcome.
Not saying this what happened to your friend, but.

Two upstanding friends applied using the new "online" PDF application.

Returned declined.

Turns out on BOTH the credit card number field truncated the credit card number by one digit! They entered sixteen, it printed fifteen on the form.

It was the $30 charge that was denied for both of them!

They inked in the last digit, initialed it, and got the typical fast approval.

For what it's worth, this may help someone. Check those federal gov forms before submitting!!!

Happy C&R'er since 1999 or so.
