One of the big agencies who adopted it a couple years ago, reportedly did so after researching other agencies who had been using it (according to one their people attending an armorer class, with whom I discussed this and other topics).
I remember hearing how it had reportedly been revised upon request of the feds after they'd started using it, back when it was a new round, and these sort of things can be quickly done by the big name ammo makers who do a lot of major LE/Gov ammo contracts.
It's been out long enough that it could easily be well within its second or third "generation" by now. After all, it's basically just another polymer-filled nose cavity expanding bullet.
