Since the ban of high capacity magazines went off a couple years ago, are we allowed to own the LE only marked mags?

Yes we are. Though some local jurisdictions and states still have magazine capacity limits in place, and some local jurisdictions do no allow "civilians" to own ANYTHING marked "for law enforcement use".

Off the top of my head, here are a few examples of places that they're not legal for civilians to own: Hawaii, California, New York, Massachusetts.
Also New Jersey has a ban of any magazine over 15 round capacity, regardless of when it was manufactured.

They are not legal in NY....matter of fact the ban requirements are still in effect in NY

If you can buy them online and they are shipped to you, I guess they are legal.

Bad advice. Although many online dealers/sellers/auctioneers will clearly state and then double check upon purchase attempt by the buyer whether or not a specific firearm or accessory is legal in ones state/jurisdiction and then refuse sale if found to be prohibited, many also do not. Ultimately the responsibility falls on the buyer to find out whether or not an item is legal to own where they live. Ignorance is no excuse for breaking the law, and no judge, police officer, or DA will "feel sorry for you" and drop the charges because, "you didn't know". DO YOUR RESEARCH.

What about California? Are the pre-ban hi-cap magazines legal there?

Yes they are, as re-build kits. I tried to explain this to a vendor here that had 33-round Glock mags for sale here some time ago. I asked him to check out 44mag.com. They sell re-build kits(mags taken apart) on their web all day long. He wouldn't and lost a sale. Guess he didn't know how to break down a Glock mag .
