They are restricted here. Can anyone buy them over there?
They are not even guns over here, because they cannot "expell a projectile in a determinable direction through a barrel" (legal definition of a firearm), so anybody may have them.
That being said, it is usually range/gun shop/instructor combination outfits that use them for initial handling and safety training, and they would order what they need for themselves from the distributor. The average gun buyer is usually not even aware of their existence, so gun shops don't keep them in stock.
