Simple question: what is a decent, bright paint to use to touch up or brighten a front sight on a firearm?

I use a really bright apple green color.
Not sure of the brand as I'm not at home but I think I found it at Walmart in the crafts isle.
I think it is acrylic.
Unlike fingernail polish, its not glossy which I find to be better.
It is easy to see even in low light but not dark.
I use it on all my guns without night sights.
I typically fill in the white front dot with it and blacken the rear dots on guns with the 3 dot sight set up.

Does it stick to both metal and plastic sights?

Ive used all kinds of hobby paints to paint the numbers and lettering on my golf clubs. For the metal you will need to take the old paint off first. I use Aircraft Paint Remover. You can find it at Auto Zone. Beware though. Use this stuff outsidde in a ventilated area. I know there are a myriad of other things to take old paint off but the Aircraft stuff works in about 5 seconds. You also will want gloves if you use it. Next thing i do is dip a toothpick in alcohol and go iver the spot your going to paint with it. This helps in making the paint go over evenly in the spot you are painting and also cleans the spot before painting. After that you can paint your sight. Id use a toothpick as a paintbrush. It just seems to work better for me.

Hmm, I would have never thought of nail polish! No hobby shops near me to get the Testors paint, tho I remember it well from my youth. I will try the nail polish idea.

I was using a bright yellow sight paint, but it just wasn't bright enough for me, I will try the green or orange nail polishes and see how it goes.

What I found about nail polish that I didn't like was it is glossy and thus reflects light whereas flat paint absorbs the light and is better IMO for this purpose.
The reflecting light gave me a sight picture that was blurry....
Again, my favorite is a flat neon bright green. YMMV.

I carried my Shield .40 for a couple of years with a nail polished front sight.
Never had a problem with it at all.
Every color under the sun, cheap, and readily available just about anywhere.
Using non-acetone polish remover, you can easily change colors till you find the color that's right for you.

Besides the nail polish I blacked out the two rear white dots. I painted a bright yellow in the middle. You would be surprised how much faster it seems to line up or attain sights. My Ruger sr9c rear white dots are so small, but the one rear post in middle works just fine just a contrast to front.

Sounds similar to the Kahr design :)
