When I changed out the wood hand guards to Aluminum, I removed the cleaning rod as part of the take down process and once I tried to put the cleaning rod back in, it would not snap back in place and is 1/4 of an inch too high. I removed the hand guards to see if there was something interfering or blocking the cleaning rod and nothing. I put the new guards back on and still cannot get the cleaning rod to snap in place, can someone explain this situation to Me?

This is a problem with all Romanian guns, I've tried out 5 furniture sets and the only ones that allow the cleaning rod to seat are the stock set and surplus Romanian stuff. Your options are pretty much switch furniture, ditch the rod, or cut off about a third of the rod so it doesn't catch the bottom of the barrel as gets down to the receiver.

Thanks I may just ditch the rod, after all I'd never use a metal cleaning rod anyway, it's too hard on the rifling,
 
Relax the flex in the rod as it go's through the lower handguard causes it to catch. Sit down and hold the rifle in your right or left hand, but on the ground, thumb behind the top of the gas block, fingers giving the rod under the barrel your kung fu grip, that flexes the rod as you push it down, and allows it to clear the rear of the handguards where it is catching.
