I would honestly recommend keeping your 03A3 close to original condition for both historical and economic reasons. It will cost less and be easier to produce a 1/2 MOA rifle on a Remington, and you won't effectively destroy part of history in the process.

But to do what you want to do, a place like Brownells should have a variety of bases that will fit your receiver. At that point, you can select any of the high quality rings and scopes that have been discussed in the Part II article stickied in this forum.

For a budget scope, look at the Burris, Bushnell, or a used Leupold.
