    What , you don't think this is a worthy cause ? Taking in circuumfrence , windage , the hypotiniuse of the confused birdage , therefore thinking perhaps a whale this illusion of ships
    appearing to be a herd of whale.

    Feeding time for the birds but no fish cause these ain't whales
    Tramatized and in need of therapy , who's gonna pay for that one , got me ?

    Make that $250,000 after food stamps and homeless birds everywhere , very ugly , go Cal.

    It's simple.

    #1 They can't tax wind so they are finding other ways of taxing sailboats. With a power boat they can extra taxes on fuel.

    #2 People enjoy sailing and California can't stand people having fun.

    So running a 600 hp diesel yacht is cool, but a sailboat race needs to get a $150k study completed, paid for by a city in a state that is flat broke?

    I wonder if their office staff had their hours cut to save a few pennies.

    Maybe the quake will be the day of the big race. I bet an earthquake would scare the birds more. Tell 'em I'll study that one out for a measly 100 grand.

    Dude getting the 150g's is a relative of the a-hole asking for the work to be done, all on the tax-payers dime.

    Sailboats have been cruising past birds since the first Egyptian and Phoenician sailing vessels took to the sea over 5000 years ago.

    Seems the birds have done just fine.
