Watched the extremely long-winded speeches during the Proclamation, and listened to an interview with President NoyNoy on DZBB...he was asked regarding PNP Chief Versoza would be retained and he answered with:

"Yes he will probably be retained."

Good one. I have a feeling Versoza wouldn't be as "anti-gun" as before. Same goes for previously "anti-gun" congressmen who want to be in the good graces of the President-elect.

    Sickening.

and for crying out loud, there can never be any gunban in the pilipins. bago mangyari yun, disarmahan muna nila lahat ng muslim settlements nationwide. engot lang ang maniniwala na walang arms cache diyan. if they can't do that, puro papogi lang ang gunban na yan..gangb***ng, puwede pa:rofl:

Meron na bang released na bagong PTC from Crame?

I asked Lock N Load if an applicant gets some kind of refund if the PTC application is denied.
Answer was a resounding NO. But they are one with the applicant in prayer for an approval.
Para kang nag apply ng US Visa na dadaan ka muna sa Baclaran Church.

I guess we will have to wait and see.

But the PTTs processed by Armscor seems to be released. But there has been a significant increase in processing fees. 1K petot per gun. Dunno bout HPRs.

    Aquino meets Verzosa
By Cecille Suerte Felipe (The Philippine Star) Updated June 17, 2010 12:00 AM

MANILA, Philippines - Philippine National Police (PNP) chief Director General Jesus Verzosa met with president-elect Benigno Aquino III last June 13, an indication that he would indeed keep his position in the PNP.

Verzosa refused to disclose details of his conversation with Aquino.

He stressed, however, that the PNP-Integrated Transformation Program would be pursued under the Aquino administration.

During the PNP post-election command conference, Verzosa reiterated that the police organization would immediately shift back to regular law enforcement, anti-criminality, and internal security operations.

“Following the successful culmination of our election security operations during the 150-day period, we resume regular programming in our operational thrust and focus on law enforcement, public safety and internal security,” he said.

He pointed out the need to vigorously pursue successful prosecution of election law violators arrested for gun-related offenses.

“Strict enforcement of the law must carry with it the certainty of punishment. Otherwise, if the offenders will go unpunished, the public will look at the entire election gun ban exercise as a farce,” he said.

Verzosa said the cases filed against arrested offenders must be treated with the same attention as any other case the police file against common law breakers.

“Therefore, the same policy on performance of court duty by PNP personnel applies in these gun ban-related cases.”

On disaster preparedness, Verzosa reactivated the Letter of Instruction (LOI) “Saklolo,” prescribing the support strategy, operational concept and scheme of implementation to accomplish the PNP’s mission in times of disaster and calamity.

He said the LOI empowers regional directors, in his capacity as chairman of the regional disaster coordinating committee (RDCC), to mobilize PNP manpower and resources for disaster rescue and relief operations at the regional level.

“We are activating our disaster response plan ahead of time to allow concerned units time to prepare their equipment and resources, and to organize and train their personnel for the mission at hand,” he added.

He said the lessons learned from our experience in the series of weather disturbances in 2009, particularly during the onslaught of storm “Ondoy” and typhoon “Pepeng,” should “prompt us to find better ways of ensuring readiness to effectively address similar situations in the future.”

He added the PNP disaster preparedness plan is also in line with the government’s declaration of disaster preparedness month in July.

“With the rainy and stormy months expected until November, families and communities need to prepare themselves for any emergencies because keeping one step ahead of the next disaster is increasingly important,” Verzosa said.

He doesn't get it. The whole gun ban thing IS a farce.

Wishful thinking on my part, but I wish Noy said this to him:

    1. No more gun ban talk, or else...
    2. I know what you're doing, increasing the fees, you know perfectly well legit gun owners are not the problem, so if you want to keep your post...

NO INCREASE IN PTC FOR FEE'S BUT WITH REQUIREMENTS NA NGAUN (Indirect increase)

ALL PNP & AFP PERSONNEL MUST SECURE PTC FOR IF THEY CARRY THEIR PERSONAL FA. AT LEAST IT MUST NOT BE EXPENSIVE FOR THEM, BUT IF THEY CARRY THEIR ISSUED FA THEY DONT HAVE TO SECURE PTC.

DIFFERENT STORIES YET ON PTC ISSUANCE, JUNE 25, AFTER JUNE 30 OR JULY 2010. NO DEFINITE ANSWER YET.BETTER WAITMUNA TAYO MGA BRO'S

PTT'S ARE OK NOW SO TULOY PARIN LIGAYA SA MGA SHOOTING EVENTS BRO, KITA KITS SA RANGE MGA BRO

No Jail Time for Violation of Comelec Gun ban

Everyone should be aware of the recent case of IGMIDIO MADRIGAL vs. People of the Philippines, 13 August 2008 (read it here:http://sc.judiciary.gov.ph/jurisprudence/decisions/index.php).

In that case, Madrigal was caught with a .38 revolver during the Comelec Gun Ban. He was charged with both illegal possession of firearms and violation of the Comelec Gun Ban. After trial, he was convicted of both offenses. On appeal, the Court of Appeals affirmed his conviction. Madrigal then appealed to the Supreme Court.

The Supreme Court ACQUITTED him of the charge of Illegal possession of firearms since section 1 of PD 1866 as amended by RA 8294 stated that a person could only be charged with illegal possession of firearms PROVIDED THAT NO OTHER CRIME WAS COMMITTED. Consequently, since Madrigal had also simultaneously committed a violation of the Comelec Gun Ban (Omnibus Election Code), then he could not anymore be charged with illegal possession of firearms under PD 1866 as amended by RA 8294. So the penalty imposed upon Madrigal was only for violation of the gun ban which was only 1-3 years imprisonment.

These are the implications of this Decision:

    1. A penalty of 1-3 years imprisonment is subject to PROBATION, i.e., no jail time. (you will just be released and be required to report to a probation officer for a certain period). So it follows that what the Supreme Court ruled was that ANYONE CAUGHT WITH A FIREARM WHETHER LICENSED OR NOT DURING THE COMELEC ELECTION GUN BAN WILL NEVER GO TO JAIL! :))

    2. If you want to violate the election gun ban It pays to carry an UNLICENSED FIREARM. Whether you are caught carrying an unlicensed firearm or licensed firearm during election peiod, the penalty IS THE SAME 1-3 years imprisonment, no jail time.

    3. It pays to carry LARGER CALIBER WEAPONS during election gun ban period. Whether you are caught carrying a .22 pen gun or a 90mm bazooka, THE PENALTY IS THE SAME.

The implications of this Supreme Court Ruling are simple: NO JAIL TIME FOR VIOLATION OF ELECTION GUN BAN.

Note: The mention of Unlicensed firearm is for academic discussion purposes only. No one is encouraged to carry an unlicensed firearm, whether during Comelec gun ban period or not.
