What web development program for under $100?

Ease of use and ability to make "proffesional" websites are important.

I normally use Microsoft Frontpage, but what you want is probably something thta does Cascading Style Sheets ".css files".

Really to look really professional you have to be an Artist. You have to make color matching gif's in weird shapes and sizes that look good and you have text written on them. You have to align it all so that stuff looks good. That's something I don't have the patience or time to do. A good Artist can blow you away with their designs.
You might find better info Here.

+1 NVU - great for basic to moderately complex web page creation and editing, available for most platforms.

For GNU/Linux users, specifically of KDE, Quanta is freaking awesome, and is under active development so continues to improve rapidly. It's GPL software, of course ;) I'm not aware of anything but Dreamweaver that beats it.
