Next in my opinion is provide non residents the ability to CCW in California and other states like California with their home state permits.

The 9th circuit court is full of democrat appointees.

The 9th Federal Circuit Court rulings are reversed more often than any other appeals court. No surprise there, although in recent years it appears it is willing to follow the US Supreme Court rulings in Heller and McDonald.

My guess is that there are more than a few 9th justices who have CCW permits.
