    Interesting unfunded mandate. "Patrol us or we'll tell Papa Holder to cut your money."

    If I were a chief in that area and threatened, I'd be irritated as well. And if not in my jurisdiction, the TVA would be pounding sand for call responses or assistance.

    It's way cheaper to have security guards than cops. Paid less, do less, know less, require less training, require less gear, have no or low benefits, different or no retirement, etc. You get almost nothing with security besides someone to watch and pick up a phone, but comparitively, you pay almost nothing. And that's seductive to the bean counters. As previously noted, this has been years in the works. Not a surprise to anyone at TVA.
