Not a cub. I'm in NY in Dutchess County and we have a few small blackies like this. They are largely harmless and seek out bird feeders and garbage cans. Farther north of me, Catskills NY has a much larger population and larger blackies. If not humanized, they are skittish and unbelievably fast on the run or climbing a tree.

Deer are far more troublesome.
