I believe a lot of folks think you need a license to take advantage of certain state laws (in some states you do) when it comes to self-defense, etc. Also FL is pretty big on issuing permits to out of state residents. With the economy improving slowly, people have a little bit more money to spend.
A quick calculation means that Florida made almost $6,000,000 during that timeframe.

On a serious note, the scary part is well meaning people without much training on the law can get in over their heads, which can lead to trouble, as recent events show. And that is truly tragic. But the exceptions don't disprove the rule, as they say.
The article said they distributed 50,000 applications, not that they issued that many licenses.
Then where is the resulting crime wave? All of those untrained non-LEOs out there carrying handguns!
