Biggest difference being no nDLC coating on internals. M series will not be sold on the comercial market or individual LEOs. They probably are property of the department that issues them. The LE agencies have the issued to their officers got special permission to purchase them.

This is the list of agencies authorized to buy off the FBI contract. It has NOTHING to do with Glock selling to other agencies not on THAT list. For example, Indianapolis is not on that list, yet they got 17Ms. That contract provision merely allows other federal agencies to "piggy-back" off of the FBI pricing and feature pack.Biggest difference being no nDLC coating on internals. Contract language covering the sale of weapons purchased off the specific government contract is normal.
Unsurprising that some small steel assemblies and parts of the contract weapons might receive a different plating/coating on them, at request of the gov end-user, than some commercial versions offered to the general public.

Pretty minor differences if they exist at all.
Functionally, design, and feature-wise the Gen 5 and the M are really the same.

What I'm trying to say is that they are not sold to Individual LEOs. They are property of the departments. If that wasn't the case all of us would be buying M models. Yes they are permitted to sell to LE agencies outside the contract.

Nothing precludes an agency from selling them to their officers. That's how they wind up on Gunbroker.
