This is the list of agencies authorized to buy off the FBI contract. It has NOTHING to do with Glock selling to other agencies not on THAT list. For example, Indianapolis is not on that list, yet they got 17Ms. That contract provision merely allows other federal agencies to "piggy-back" off of the FBI pricing and feature pack.Biggest difference being no nDLC coating on internals. M series will not be sold on the comercial market or individual LEOs. They probably are property of the department that issues them. The LE agencies have the issued to their officers got special permission to purchase them.

Glock COULD sell the M pistols to anyone, anywhere, anytime it wished.
