I can't speak for the men's room, but I work at a university and it is quite common for women students to be talking on their phone while in the stall. It disgusts me when they finish and just walk out without washing their hands, even after changing their feminine products. I never touch the door handle on my way out - retain the paper towel and use that to open the door then toss it in the waste can out in the hall. Yuck.
I was speaking generally, not personally. When I need it, I'll start taking it.
No issues for me yet, but I'm only 53.
Wrigley field at one time had a circular large sink that dispensed water for hand washing in the middle of the mens rest room. I saw a guy pee in it. I'm sure this happened many times.
I worked a field job for an insurance company so I was "privileged" to use public facilities on many occasions. I would say about 1/3 at least of men using the facility never wash their hands after #1 or #2.
People are pigs.

I still remember candid camera type clip. A bathroom with sinks in outer area. (So no way you could see actual urinals, stalls) but they had to exit by sinks. The drinks had the motion sensor on/off water rerouted to control panel.
Problem is nobody washed hands. Even those wearing food prep aprons, shirts. (We had to remove apron before leaving kitchen, must wash well before putting it back on)
Anyway the planned joke was as they wave hand at one dunk the water starts at another. They almost gave up before anyone washed their hands.
The ONE group I have noticed that washes hands after bathroom is EMS conference folks. At breaks the sinks were busy...

There was a bartender at a bar/restaurant I bounced at that would berate customers if he was in the restroom and he noticed if they didn’t wash their hands. Made for some interesting times.
Also, the people who talk on the phone while sitting in a stall taking a ____ kind of freak me out.
Saw that at a local book store restroom - a friend who worked there said it was a regular. About equal to the guy who brought his 7-8-year-old daughter into the same restroom to watch the guys pee, while he took a leak.
Can't spare one hand to do the phone thing. I need both hands control the pee thing.
A nutritionist I listen to recommended them.
I haven't been fortunate enough lately to be in the position of noticing. Maybe I should look into this whole Tinder phenomenon.
