He needs to be recalled, disciplinary action taken, and his employment terminated.
This needs to be done ASAP, so people will get the message. This goes way beyond insubordination. We're talking about people's lives and spreading contagion.
Hopefully, nobody gets sick or dies from his actions.

Um, actually he will if the situation arises that warrants it. Not sure how you would go about breaking out of a quarantine in another country or boarding an airliner if you were prohibited from doing so.
Blustering aside, it was not wise for the State Department underling to endanger the entire passenger list on that plane by insisting that those who were obviously sick board the plane and be "quarantined" behind some plastic sheeting.
People on the plane WILL be getting sick. People who were NOT going to get sick before this event, and some WILL die.

They were operational orders, not overarching travel orders.
The rules of the mission were to only bring back those that tested negative prior to boarding the plane.

That's how it's been reported in multiple news articles. CDC and white house rules for the flight were that no positive cases were to be allowed on the plane.
This article makes it sound like a trump official went against the CDC's advice, but I'd be willing to bet it was a trump official like Vindman.

Looking forward to see Democrats arguing that leaving infected people to enter the US was a brave act of resistance.

As foreigners have shown us, there are many ways to get in.
It does not appear that ANYTHING official was provided by The President on what to do with positive American citizens because he was not giving the chance.
However, it does suggest poor communication between the State Dept and the President.

It seems likely there were other orders about different places and situations involving the coronavirus with no real need to post publically.
