From the perspective of a street cop it is most certainly true. We are not sent to the situations where things are under control, if we are notified there is some sort of a suicidal aspect, aggression, conflict, or general threats. We are not operating in a controlled environment. If we are there something has happened that is outside of the control of the caller which can be anyone from family to social workers.
