What's the tie between the 2? My only surmise is that the Clash played some ska songs early on, so the other British punk bands followed suit.

From the best of my memory, the connection wasn't there with the early American bands.

So,is it as simple as I think, or are there some other roots that I'm missing?

    You answered it- the Clash.

That is a good question. The Clash was the first thing that came to my mind. Bands like The Beat, Madness, The Specials were un-apologetic Ska Bands but not punk bands at all. I guess the Police did the Reggae thing back in the day. Nowadays bands like Rancid seem to be carry on in the Clash's footsteps.

I don't think there is that obvious moment in time like when Aerosmith and Run DMC hooked up.
