I assume this is a club level match. If that is the case they can pretty much do what they want as far as round count on a stage. At my club matches we hardly ever exceed 36 rounds in a stage. This does not account for misses or extra shots obviously. If there is steel on the stage with a new shooter you might want to tell them to fire a few and move on if you don't knock it down. Ecspecially their first run in with a Texas Star. You don't want to drop four mags on it then not have enough rounds for the paper.
For USPSA you can mix mags fine as long as they don't exceed the max number of rounds which none of yours do. Make sure they split you up in the shooting order for your squad so you can reload the shared mags.
