    1) Is there a way to see everything on the computer? I should like to delete permenently stuff that may have been DL'd years ago that is no longer used and that just takes up space.

    2) Often, when I'm about to delete something, a warning appears stating that this is allied to other programs whose function might be impared if I delete this particular item. Is this true or just a ruse to keep me from dumping a no longer used item.

You just dont delete programs form your computer.
First place you should go is the Add/Delete programs in Control panel.

If you have deleted programs in the past and some reminants of the program still remian you should be fine deleteing the folder and it's contents.

I've tried using Add/Delete via Control Panel. An example would be Napster, which continues to be listed as a program. When I try to uninstall, a message comes up saying file is not there.

So delete the folder and all references to that app in the Registry.

Just be smart and export a copy of the Registry to the desktop beforehand!

    Edited to add:

You might want to try WhoLockMe, a little applet that'll tell you what's running a particular application and that gives you an idea as to what dependencies may be broken by its removal.

Good luck, and don't remove it if you didn't put it there!!!
