Navy SWAG and Army SR are among the toughest SF on the planet.
US military advisers and trainors are taken aback by the vets' abilities, every time joint mil exercises are held. The initially US-sponsored LRC has yet to fully prove itself... although the Abu Sayyaf, Moro ILF and NPA doctinally avoid any engagements with any of the three. Marine Recon is closer to a conventional force in character, but regarded by some to be SF.
Perhaps the Philippines has too many SF units, compared to overall AFP strength. What does it mean when most of what the AFP badly needs applies to its conventional forces?
Yup, those Special Forces are impressive, but I'm a finance guy and I have to ask, what's their salary?
In that dimension, I would suggest that the most impressive unit in the Philippine Army is the Office of the Comptroller.
General Garcia and all his predecessors in that position amassed enough wealth to put up their own armies.
