    That is in addition to old Soviet shelters and many deep Metro stations built to double as shelters. I remember those. Entering the station one can tell where hidden blast doors are. There was also a bomb shelter at every hospital, college, and governmental organization. While some of those are not used I am sure they can, quickly become operational again.

    China is getting for nuclear war? Time to time I see articles about China building yet another large shelter.

    While Westerners are brainwashed into believing that nuclear war is the end to everything and there is no need to bother to even hide under the desk anymore others have different ideas. I red somewhere that in Chinese doctrine loss of 300 cities is very much a survivable situation. For some reason nobody seem to remember that two cities that were nuked in Japan and now densely populated cities again.

    So, why do Russians and Chinese are getting ready for nuclear war? With whom exactly?

    No one in major cities will survive, it will be the ones who are in the mountains, far away.
    Bomb shelters are really just mass graves, keeps it less cluttered for the survivors.

    We are fundamentally unilaterally disarming. While the Russians improve their ICBMs, harden their strategic sites and develop an improved civil defense program, we have killed the LGM-118 Peacekeeper missile program, pushed the Safety Enhanced Reentry Vehicle Program off into the future and are de-MIRVing our 450 Minutemen III missiles to reduce our nuclear warhead count from 1,350 to 450.

    a 'bomb shelter' or light bunker will also suffice for civil unrest. It does not have to be nuclear. And it could well be conventional.

    Please remember that while America abandond the civilian defense (thank you mr. clinton) other nations never did fully, and many shelters remained active long after ours shut.

    Remeber the fallout shelter signs? I still know where some are.... not 'open', and you would need to be a tunnel rat to get in. Many have closed because the buildings themselves were demolished.
