The only real rules are it must be a Glock and if must be safe. No PF, no weight, go crazy

Only rule I know of is that you cannot disable the trigger safety.

There are no power factors in GSSF.

I would probably build a gun that took about 145pf to run
using 115 with milder barrel poting and smaller comp porting
this will probably result in a very soft and quick unit. liken to
    a steel gun any thoughts?

A stock G17 runs fine with a PF of 129 with 147's, so yours should work well.

Keep in mind it's the shooter that makes the difference. Top all-time G17 Stock score is 46.xx by Master Shooter Tom Costanza. Top all-time unlimited score is 40.xx, also by Tom Costanza. You must decide how much that 5.xx points over 84 shots is worth to you. $1,000.00? $1,500.00?

I have always wanted to see what the match directors would do if someone were to show up with a Mech-Tech carbine upper for their Unlimited gun. The rules don't disallow it. It is a safe "modification".

Better yet, what about using a shoulder stock on an otherwise "stock" glock pistol (registered as an SBR, of course).

    Jakk,

GSSF is clearly for Glock pistols, not carbines or rifles. I do not consider converting a pistol to a carbine a legitimate pistol modification.:(

Looking through the rules in the online version of "The Glock Report", the gun is generally referred to as a "firearm" and not as a "pistol" or "handgun".

Of course, I also found where shoulder stocks and carbine conversons are specifiacally not allowed.;) Question answered.
