My experience with these sorts of minor feuds is that the person with the least to lose wins. You can do whatever you want to him with the manager and her boss and maybe lawyers, etc., but he's already learned a) vandalism is fun, 2) he can get away with it, and D) you're unwilling to risk retaliating (as you shouldn't, since the risk of totally screwing up your life is not worth the small benefit).
Probably all true. Frustrating, but true. Clearly, he doesn't know which vehicle is mine, or who turned him in, and doesn't mind turning his wrath on innocent third parties. I feel bad about the people who are getting hosed with collateral damage from this.

When you use the trail cam throw some IR dye on your wheels, it should stand out on the trail cam and their hands.
Skunk sent poured into the vent intake works wonders. Also try smearing blue cheese on the exhaust system works well too. Either way, the car is a total lost.

But you know who he is and where his regularly assigned spot is, right? And if there's been a rash of vandalism where air is let out of tires, then the latest victim is his car, in his assigned spot...
Why don't you call the police? In most places there's a pretty hefty fine for illegally occupying a handicap space.

I am wondering about this as well. Is your assigned spot too far away or something? Maybe the management could assign you a closer spot instead.
Life is too short to get into pissing contests over "principles" when it comes to transient things like parking spots, IMO.
