OK, so I have a directory of pictures that I downloaded from my scanner. Is there any way or program that will take a filespec like (picture_*.jpg) and resize all of them to a size of my specification (i.e. 800x600) ????

Use IrfanView. Launch IrfanView, press "B" to batch convert/rename.

At the bottom, select Batch Conversion, click Advanced Options to specify the new filesize in Pixels or as a percentage of the original.

There is a PowerToy app that will let you do it from the context menu (hightlight, right-click, resize). Do google for Windows PowerToys.
