I have been receiving an ad for "Registry Cleaner" which hides behind the browser "FireFox". It is only visible when the browser is closed and there it is, like a big billboard. It seems to carry the Mozilla blessing but I have thus far avoided the free download. Has anyone else had this experience and should this be treated as just another scam attempt.

If you have FF set to block popups it's either one that just gets through (a few do) or spy/adware. As it seems to happen often it's most likely the latter. Get Windows Defender and check your system.

    Well put.

When faced with this sort of thing, ask yourself this: When was the last time someone spent tons of money just to give away their good products?!?

    Answer: never.

There are some good free apps out there, to be sure, but none of them can/would pay to put popups on Web pages.

Anything offered by an ad that does this should make you veeeery leery about it...and the page you visited that bequeathed it to you!
