Quinn's simply being insincere and obstructive, especially about his favoring "government close to the people" when supporting home rule cities being allowed to make law in this area. Multiple states have found the resulting patchwork to be unacceptable and enacted a uniform state law that bars separate laws below the state level. Why do politicians insist on trying to reinvent the wheel when so many examples of better ways already exist?
There is some misinformation, in the article concerning Ohio. They stated that Cleveland and Columbus, Ohio have local control. That is no longer true. The law is the same state wide in Ohio.
This from the same legislature that has to battle the idea of not using TANF funds to buy lotto tickets, post bond or buy alcohol.
