Whenever I see Florida DOC prisoner transport vans (I assume that's what they are; DOC license plates and padlocks on the outside) on the highway, they are absolutely hauling ass. Is that SOP, or do these guys just have lead feet and figure nobody is going to pull them over?

Less time outside the prison walls the safer it is. Going fast allows you to easily spot someone trying to follow you and possibly help break out the prisoners.
Plus, who's going to stop them? They have enough on their plate when transporting, I wouldn't mess with them.

I can’t speak for Florida but there are many reasons why prisoner transport would speed or use lights and sirens. One is who are they transporting? Is he especially dangerous?

Two, does the prisoner have a medical issue that the driver and escort rather not deal with themselves?

Three, it could be something as stupid as quitting time is coming and they can’t take overtime

Four, it could be schedule to keep such as time of the court case or time of feeding the prisoners

Five, corrections often uses the same vehicles to transport officers to places that need an emergency movement of officers.

Without more info, we will never know.

I did. When I stopped it, I wasn’t sure what it was. From the outside, it just looked like a cargo van with State government plates. When I got to the driver window, I realized what it was. I asked who he had on board and he showed me a list. I told him he didn’t have who I was looking for and to drive safe. Driver never missed a beat.
