That is exactly the reason that we, when I was an active duty policeman, trained using two to the body and one to the head.
I still train in just that way.

I'd think a round to the chest on soft armor is still going to hurt like hell. The two to the chest could end up breaking ribs, slowing a BG enough to allow you to aim more carefully at the head.
5.7 is too expensive. Just get a TT33 in 7.62x25. No problem penetrating armor with that, and WAY cheaper. Classic Arms just had a special with the gun and 1250 rounds for $250.
Two or three or more to the chest, then head shots.

And if steel-core milsurp ammo isn't enough, you could always load up some .223 bullets in a sabot which will fly a good 2000fps out of a pistol barrel.

Yep- place I went for my CHL class had a level III (IIRC) vest on the wall they had shot at with a bunch of different handguns. None penetrated all the way through except the 7.62 x 25, and it nearly went through the front and back.
However, the Mozambique Drill (mentioned by a couple others) is probably a good idea. After all, if you do have to shoot- you want it to count.
