Burden of proof that you did not own hi-capacity magazines before 01-01-2000 is on the DA.

You can legally buy spare parts to repair any hi-capacity magazine you owned before 01-01-2000.

You can not legally use spare parts to build new hi-capacity magazines.

    #1-4 are pre-2000.
    #5-7 are post-2000.

So I can rebuild/recondition my pre ban mags!!! Is there a minimum # of parts from the pre ban mags that need to stay to keep the build legal?

    Ideally, 1 part.

It's also recommended, but not needed, that you keep your old used/worn out parts, just in case. It'll be easier to explain that you did not construct new magazines if you still have the old worn out parts.

You can either play it safe. ("spirit of the law")
Such as, you have a bad magazine spring and just replace the magzine spring.
Repair 1 bad part = 1 reconditioned magazine.

Or you can get as close to the edge as possible. ("letter of the law")
Such as, combine your old magazine body with a new spring, follower & base plate. Then take your old magazine spring and combine it with a new magazine body, follower & base plate. Then take your old follower and combine it with a new magazine body, spring, base plate. Then take your old base plate and combine it with a new magazine body, spring & follower.
Refurbash 4 old parts = 4 reconditioned magazines.
