On average how many grains are in 1LB of powder?

Trying to figuire an ammo count per 1LB for reloading cost.

If your ammo takes 7000 grains of powder, the count would be one!

There is no average. There are exactly 7000 grains in a pound.

Sort of like "On average, how many ounces to a quart?"
