Police accidentally pepper sprayed man on fire in Portland

Posted on January 27, 2010 at 1:20 PM Updated today at 4:54 PM

PORTLAND – A Portland police officer was taking time off after a "traumatic incident" where a man on fire was accidentally pepper sprayed while officers and bystanders were trying to douse the flames, the chief said Thursday.

Investigators said 26-year-old Daniel Schaull doused himself with gasoline and set himself on fire at the intersection of SW 12th Ave. and Yamhill Wednesday morning, according to police. He was taken to the hospital and died Wednesday evening.

Chief Rosie Sizer said while trying to put out the flames the first officer on the scene accidentally grabbed a pepper gas canister from the patrol vehicle, rather than a fire extinguisher. Fire investigators said the pepper gas in no way fanned the flames and did nothing to worsen the situation, since it was water-based. Both canisters are red in color and similar in size.

Sizer said the man was also intentionally avoiding the extinguishers.

Witnesses told KGW that they'd heard someone screaming for help and a man engulfed in flames, running down the street. A Portland officer had just pulled up at the intersection when she noticed the flames and smoke and ran to help. Bystanders and another officer also helped put out the fire.

Firefighters arrived just after 11 a.m. to find Schaull significantly burned.

The man's father, Warren Shaull, told KGW affiliate KSN in Kansas that his son came to Portland for a “rescue team.” He had been in and out of a mental facility.

“He was a kind gentle hearted guy searching for truth and peace,” Shaull said.

Warren Shauull said he did not "blame police at all, they were just trying to do their job and nobody's perfect. (The officer) was trying to do what was right."

Portland's police and fire bureaus jointly investigated. Police Bureau Lt. Damon Simmons would not comment on the cause of death and said medical examiners would be conducting an autopsy.

Simmons added that police were continuing their investigation.

Sizer said the officer felt "terrible" about the incident and was taken a few days off.

I see them changing the color of the pepper spray canister in the near future.

Odd. Just studied self immolations by monks during the Vietnam war protests. Lots of ways to go, that would not be my choice. Supposedly the fire is so hot that it kills the nerves in the skin and is less painful than a lesser burn. Have no idea if that is true or not.

I doubt he felt the pepper spray at all.

At least the guy didn't go on a rampage first, but why would you pick one of the most painful ways possible to kill yourself. :dunno:

A third degree burn burns the nerves. Second degree burns are painful
because the nerve pathways are still intact.

This is a simplified example, but you are basically right in your
    thinking.

A water based solution will only make a gasoline fire worse by spreading it around.

I am not arguing with the point of whether it did or did not make this particular situation worse - there was probably very little gasoline left on the person before the oficer sprayed him, and even if there was he was probably completely consumed anyway from the way the story sounds.

I am arguing with the fire investigators saying it didn't make things worse

    "because it was water based".

If they said it didn't make it worse because he was already a torch, or there wasn't any gas left to spread, then fine. But the quoted statement is dead wrong, a water based solution spreads gas that's on fire, which spreads the fire.

No matter, though, still a horrible and tragic story. I'm glad that no ones blaming the officer for an honest mistake, doesn't seem like it would've helped much if he grabbed the right one the first time...and a non-wool fire blanket would've been a better choice anyways. (though probably not available)

Its also possible that the media misquoted or came up with their own BS which I dont think the media would ever do since they always get things perfect

LOL im picturing the guy getting mad and saying that his face started to burn after he got hit with pepper spray, sad story but at the same time kind of humorous

I stuck a 900 degree soldering iron into my hand by accident once and it didn't hurt at all.

Now putting aloe vera on a 2nd degree, that hurt a lot.

Actually, there is a bit of dark humor to be found in this whole saga. In another news story related to the whole incident, it was reported that the human torch soaked himself in gasoline and set himself on fire out in front of the fur store he was protesting. While screaming about animals dying, he tried to enter the store while fully engulfed . . . ONLY TO FIND THE DOOR LOCKED! I believe this falls into the "epic fail" category.
