    It appears to me to be the bikers fault. It looks like he changed lanes in front of the van. Then van tagged the rearend of the bike while it tried to move to the right lane after being cut off by the bike.

    Agreed...biker's fault. Must be UK or other place where right lane is passing lane. Biker came back in too soon.

    Looks like the guy changed into the lane but didn't match the lane's speed.
