I remember watching an early episode of COPS, and NOPD was running around scooping guys up and running them to the hospital. They did this 2-3 times. It looked like something you'd see in a 3rd world country.

The big question: was this a tragic accident, negligent conduct, reckless conduct or intentional conduct?...
Why would someone think to drive a seriously wounded/injured child to a grocery store from a residence?

Immediately calling for fire/medics, an ambulance & police, or even asking for neighbor to call for emergency services (no cellphone or landline at residence), would seem to be the sensible response to a potentially life-threatening emergency occurring at a residence, especially where time is of the essence.

Is your "big question" a pop quiz from a law school class about torts, or do you just not have any familiarity with how LE investigations occur?

A toddler was shot Tuesday night in the 300 block of Huntlee Drive when a gun discharged while it was being cleaned.

The 3-year-old boy was taken to a nearby Winn-Dixie grocery...
Anyone remember the original zombie movie "Dawn of the Dead" (1978) where four characters took refuge in a secluded shopping mall. One of the character asked why zombies were attracted to, and congregate at, shopping malls? The reply speculated that as the zombies were attracted to malls when they were humans, they remain drawn to malls as zombies.

Well, this incident certainly validates that movie's theory.
