Are magazine rebuild kits legal to own in Jersey if the make a high cap mag when put together?

I want to buy an AK74 mag 30 round rebuild kit, and change it to a permanent 15 round magazine. Would it be legal to have it shipped to me? Can a person be in posession of such parts in NJ?

I found this on one of the sites but I'm not 100% on the legality.

"New Jersey = Any magazine over 15 round capacity must be shipped as a rebuild kit."

It is my understanding(I am not entirely sure) that to do that, you must do it out of state. Not too long ago, there were "mag build parties" in Pennsylvania for New Jersey residents.

You could always call up the state police firearms division and ask them. Me I don't putz around with it. I just buy 15 rounders from manufacturers.
