It really depends on how the plates are adjusted, and the plate thickness itself. A local outlaw match I do with a club has a falling plate match, and a designated RIMFIRE rack with thinner plates. We also TUNED the plates each match to optimize falling without compromising sympathy falls. The plates were falling even from 25 yards with RIMFIRE. But the plates are set up every so slightly forward. I can see where at a GSSF match with non local RO's not familiar with shooting steel not aware that the plate rack might need to be adjusted every time you move it (unless you set it up all the time on level concrete).
