I just got three new mags for my Glock 30sf from Team Glock. They are different from the two mags that came with my April 2009 (NFG) G30sf.
The new mags have mag release cuts on both sides, and there is a rectangular metal cutout on the front above the mag release cuts.

When did they make the change? Are these "Gen 4" mags?
    Do they work better?

They're Gen4 magazines, there is no Gen4 G29/30 yet but it's likely that there will be sometime in the future.

The rectangular cut-out in the middle of the magazine tube was added to most Glock magazines, it's for an ambidextrous magazine catch that was used on the G21SF. I assume they added the cut-out to the other magazines because they had plans to use that magazine catch on other models, but that magazine catch was later discontinued. I assume Glock saw no harm in leaving the cut-out on the magazines rather than taking the time and money to change the molds again.

I don't know when the Gen4 notch was added to G30 magazines, but I think the ambi cut-out was added around 2009.

Yup. I wouldn't mind one to go with my Glock 21 Gen4.
