I saw this in the GATE forum and a couple of things caught my eye.
First, the woman clerk said she was trained to shoot at the knees. I wonder who trained her that way? The BG was making off with her baby in a stroller, so in addition to all the usual reasons for shooting COM instead of the legs, shooting higher would seem to be safer for the baby.
Secondly, the BG died even after she aimed for the knees, just to extend the lesson on the foolishness of that strategy. No such thing as non-lethal application of lethal force. But proper training would have taken care of that illusion.
I know we are all glad there was a happy ending, but I just thought there might be some interest in beating this one around:
