It looks to me like his initial plan was to take cover at the front of his vehicle, but that fell apart when he tapped his right cargo pocket, and realized he forgot his pistol.

No sympathy for the deceased but also not a lot for the spray and pray technique either.

looks like panic shooting once again. Continue shooting even after he is down. And even though he is then stationary you see many rounds missing him and hitting the pavement around him.

Some of those could have caused problems with traffic in the oncoming lane across the median. See 1:48 to around 1:53 or so. Body cam footage would probably show a better perspective where the officer actually was firing from than the dash cam did. Maybe it wasn’t at such an angle. Tough situation regardless. The threat needed to be addressed now, and they might not have even perceived the traffic. Overall I think they handled it pretty well. Gotta play the hand you‘re dealt.

He separated himself from his hostage and either brandished or fired a handgun. It would be a concern to me in that situation that he might re enter the vehicle and flee with the hostage. Seems like the best outcome considering the potential exigency. And I agree with OP. He was going to position the hostage between himself and the Troopers and shoot it out from the front bumper but he forgot his gun.

I don’t have a problem with the shooting which appears totally justified to me.

its the willy nilly of the all the shots. Specifically those that didn’t hit the suspect but instead were impacting the roadway around him.

looked like suicide by cop to me.

That was a crazy video. As someone above posted, it was so obvious when he checked his pocket. It seemed obvious his plan from the start was to go out shooting. At least one officer got a shot off pretty quickly. Almost immediately after the bad guy re-emerges with the gun, the driver's side window shattered.

Yup He pretty much put up a sign saying ,I'm not following orders because I'm dangerous. I would have had him in my gun sights immediately and it seems like they did and it was a good outcome for the lady involved and the taxpayers who dont have to pay to house and defend in court this car thief/oxygen thief 😁
