To anyone 18-20 who wants to carry concealed in NC, the law is changing Dec. 1 so that NC will honor ALL other states' concealed carry permits. This is part of HB650, here: http://www.ncga.state.nc.us/Sessions/2011/Bills/House/PDF/H650v6.pdf
Maine will issue one to 18 year olds by mail. You need proof of handgun safety(I sent my NRA Advanced - Personal Protection Ouside the Home Cert.).
It is $60 vs. NC's $90, faster turnaround, and they'll issue to 18 year olds. Con is, because of the previous, far fewer states honor it than an NC permit.

Maine Application can be downloaded here: http://www.maine.gov/dps/msp/licenses/documents/Weapons/non-resident%20application%20package.pdf

I mailed mine in on Sept. 22, and they cashed the personal check I sent on Oct. 5.

Permit came 11-29, so just over 2 months from sending to receiving.

FYI, a gov't agency cashing your check has absolutely no bearing on whether you've gotten (or will get) approved. All gov't agencies will automatically deposit all checks/money orders sent in with applications (for whatever license/permit). It your application is disapproved, the agency will just send you a refund (if it's refundable), using their check.

Good luck.

QFT In VA the $50 if non-refundable if I recall correctly. Good luck though

Understood, but if I don't get approved, I don't see how anyone else has. The worst thing I've been charged with is is doing 12 over the speed limit.

Are you sure a Non-Res permit gets you around the "21 years of age" requirement? Also are you sure that Residents will be allowed to carry on a Non-Resident permit.

Good question.

Years ago before we had a "shall-issue" law, here in Michigan a legislator recommended getting a non-resident Florida CWP and then using it to carry a concealed firearm here in Michigan.
That was quickly "shot down" by our then AG. Michigan has always honored concealed carry licenses from every state provided that the licensee is a resident of the state where the license was issued.

Congrads I'm 19 and it took about 3 months to get my Maine permit. I'd suggest making a copy of it and applying for a NH permit. They will issue to those under 21 and have far better recognition than Maine.

Email received from NC Atty General's Assistant:

Your recent email to the North Carolina Department of Justice was forwarded to me for a response. I have pasted the current version of the concealed handgun reciprocity statute for your reference. As you can see, the most recent change to the statute indicates that a valid concealed handgun permit issued in another state is valid in NC, there is no mention of an age requirement or restriction in this statute. § 14‑415.24. Reciprocity; out‑of‑state handgun permits.(a) A valid concealed handgun permit or license issued by another state is valid in North Carolina.(b) Repealed by Session Laws 2011‑268, s. 22(a), effective December 1, 2011.(c) Every 12 months after the effective date of this subsection, the Department of Justice shall make written inquiry of the concealed handgun permitting authorities in each other state as to: (i) whether a North Carolina resident may carry a concealed handgun in their state based upon having a valid North Carolina concealed handgun permit and (ii) whether a North Carolina resident may apply for a concealed handgun permit in that state based upon having a valid North Carolina concealed handgun permit. The Department of Justice shall attempt to secure from each state permission for North Carolina residents who hold a valid North Carolina concealed handgun permit to carry a concealed handgun in that state, either on the basis of the North Carolina permit or on the basis that the North Carolina permit is sufficient to permit the issuance of a similar license or permit by the other state. (2003‑199, s. 1; 2011‑268, s. 22(a).)
I hope this information will be of use to you.Sincerely, Joy Strickland
Assistant Attorney General Law Enforcement Liaison Section North Carolina Department of Justice
