Where does it say that a Civilian has to refer to an Army Officer by his rank? Nowhere! Because a Civilian doesn't have to refer to an Army Officer by his rank, he doesn't even have to no what rank he is or what service he is in.
Don't worship doctors or uniforms, both are for sale.

The average time to Lt Col in the Army is 16 years +/- 1 year.

As a veteran, I totally and wholeheartedly agree.
A military uniform, like a law enforcement uniform or fireman uniform or nurse/Dr scrubs, in and of itself is just a set of clothes. Any honor, integrity, ethic or moral connotation it carries comes from the man or woman wearing it. Fortunately, throughout our history, most of those wearing it have conducted themselves courageously and honorably.
He won't even be assigned to a Recruiting Battalion after yesterday's 15 mins of fame his retirement paperwork is already in the admin channels I bet.
