I think you'll have to go custom. Try http://www.barberleatherworks.com, I've used him for several holsters and a gun belt.

Not a paddle, but a clip on like many of the iwb or like the old bianchi u shaped spring

Clip on OWB's are not that common, and I think you'll have a long search in front of you.. Is there a reason a Paddle doesn't work?

I understand your requirements, but have to agree with Indy. These parameters lead to what I consider an unsafe carry situation.

I just recommended him. I think if you ask him he can close the bottom of the holster if it is not. Have you contacted some holster manufacturers about it?
