I myself used to have a .22 rifle. Forgot the brand. Its was actually handed down to me by my dad. But for all its practical purposes my .22 air rifle can do just as good. No license required. Can be bought over the counter from the gun stored. Best of all, I can use it in my backyard without alarming my neighbors.:)

But you still need to register it. PHP200 (old price) for the life of the rifle.

It was already a law (?) four and half years ago. I had an application form from Crame but I never get to fill it up. Wala naman alam yung tao doon sa sporting goods. Basta makebenta lang ayos na.

Thanks for the update vega. Anyway, its still a good alternative to a .22 rifle if what you have in mind is shooting rats and some paper/ tin can targets in your backyard. IMHO ;)
