Utility company lobbyists stopped congressional action to harden the electrical grid against an EMP attack, by the likes of North Korea. Now, I see "60 Minutes" tells us how drug company lobbyists got Congress to weaken the Drug Enforcement Agency. 60,000 died from opioid overdoses last year I do believe, and several states and cities have lawsuits aginst Big Pharma over it's reckless peddling of opioids. Now, lobbyists for those companies are said to have castrated the DEA. Check it out:

^^^ Where do you get this information? Why would a utility company not take federal money to harden the grid? The linked article is about drug company lobbyists.

If the utility company takes federal money to harden the grid, it probably has to provide local match. Often projects run 80 fed 20 local, but sometimes 50-50.

After a disaster the Feds might supply 100%. Plus possible income maintenance while their grid was down due to enemy action.

The fact that restoration of the grid might cost several times what hardening it enough to avoid the damage would have cost is irrelevant.

I’m ok with lobbyists. If so-called journalists can make a living then so can lobbyists.
