I was looking into some of the new license plates offered by my state (KENTUCKY) and was specifically thinking about this new "friends of coal" plate which is simply black with white letters:

I like said plate because its black, to match the car i want to put it on....but im slightly annoyed by that giant white text box ("friends of coal")..... if i go with this plate, i'd want to pain over the white text box, and possibly the yellow on the bottom, but not disturb my actual plate number. I think it would look pretty slick as a mostly black plate with white letters, on a black car. Is this illegal? Im aware its illegal to modify the actual number or obstruct the view of the plate, but is what im proposing illegal? I've done some searching on the ky.gov site but cant find anything about it.

Does it cost extra? If so, why are you willingly giving the state more funds? Isn't the goal to starve the beast?

Most states do not allow you to modify the plates in any way.
Call and ask about covering part of the plate.

.....i really didnt intend the post to wield a political agenda. While "starving the beast" may be your goal, my goal is to "have a bad-*** license plate for winners". Im fairly certain the extra 35 bucks wont make or break the KY state budget.

    /that is all

You should just paste a picture of Loretta Lynn over it. Anybody giving you a hard time for that would be tarred and feathered.

KRS 186.170 makes it illegal to obscure anything on your license plate (except for some language referencing the legality of covering up the twin spires of Churchill Downs on the old, old license plates). Specialty tags like this one also require a plate-specific mask for law enforcement officers to be able to run the registration so, without being able to readily identify the type of plate, officers couldn't run the plate, giving some logical basis for the statute.

    I'll second that ^^^^^^^
You may very well not be stopped or even noticed for a long time if you cover that white part up... but eventually it will be expensive.
