HR218 does not give you carry rights in your state (from my limited understanding). If your state requires a permit, you need one for your state.

If he moved to another state, he could moon them in the face.

It sounds like something someone in NY might try to pull. Considering the state still requires a person a permit to possess a handgun. And, that is stupid, and unconstitutional.

When we retire, the COP has to either endorse or deny your right to carry a firearm as a retiree. Your retired ID card will state "endorsed to carry a firearm," or "NOT endorsed to carry a firearm." Usually it is a rubber stamp, but sounds like his Department had a grudge against this guy. Perhaps his retired ID card wasn't endorsed, so he tried to get a CCW? Maybe that's what happened?
