Most of the moving avatars are animated GIFs. Think of an animated GIF (file extension .gif) as a multi-page graphic that switches between two or more pages at a pre-programmed interval.

There are many programs that allow you to take small graphic files and animate them, then save them as an animated GIF. Google around, you should be able to find several.

I made my avatar with Adobe ImageReady (included with some versions of PhotoShop). The trickiest part is making it small enough, both in width X height, and file size, to meet the storage and use requirements here (which are of course necessary to keep GTs/Eric's storage and bandwidth cost reasonable).
